User reports are a mandatory cost center, and so DDOSing the first tier report handlers is an open target, industrywide

There's a lot of ways to mitigate garbage user reports, too, but if a mere 1 in 1000 garbage user reports gets wrongly actioned, it makes sense in their action economy to keep pouring on false reports

It costs them "nothing" in direct costs - sockpuppets and automated user reports are solved games. It costs UCHISPs a tonne. Closing that economic cost gap is the name of the game

I worked on this a bit in 2016, got interesting reactions.

Awareness that moderation efficiency is the scaling factor (ads value divided by mod cost) for social media was not widespread then. Pink collar stuff, not the real work (I disagreed).
