It's similar, but I think Ub Iwerks was really just going for easily reused pieces of animation. The holding your finger at the top of your head while turning around was used to indicate someone simple as opposed to sophisticated.

Usualy done a little slower, like at about 2:15 here (although these two characters are using each others' hands, rather than their own, I've seen the same basic move both ways)
