In order for a gas mask to properly fit your face and protect you from gas, you need to have it in direct contact with your skin. If you have stubble or a beard then it will not create a seal. The path of least resistance when you breathe will not be through the filter, but through the sides of your mask. If you don't stay clean shaven then you will not survive a gas attack when ordered to put on your mask.

Modern gas masks give plenty of leeway and every other country in the world just says that if you aren't operating somewhere with a CBRN risk you don't have to shave. Some actually forbid you from shaving in the field because of infections (unless, again, CBRN risk).
The actual reason for it in the modern day is that the aesthetic the US military wants to push is rooted in the 1950s. Same reason that women used to have a minimum hair length longer than men's maximum hair length.

The catch is the testing and certification is performed to a specification, and they cannot guarantee that the mask meets protective requirements outside those operating specs. The test apparatus uses a simulated skin to make contact with the mask. If you wear it while stubbly you lose that confidence. You can probably pass a mask fit test while unshaven but the testers aren't supposed to allow you to attempt it.

In the Army at least actual CBRN testing is a once a year thing for infantry at most. Other than that you just mopp 4 around in the desert all day in case you get attacked by the commies. For everyone else who works in an environment that doesn't require them to have a mask strapped to their hip (assuming they're even assigned one) CBRN has zero relevancy, shaving doesn't magically teleport a mask onto your face.
It's been proven time and time again that soldiers can seal a pro mask effectively up to medium length. Anything the military justifies with the words "high standards" or "professional" is 100% an aesthetic choice, like not being allowed to put your hands in your pockets during a blizzard.

Fair enough but the masks are only officially tested and evaluated to a MIL STD environment, which uses positive and negative controls, and simulates a clean shaven face. That is the only way that a gas mask is tested and approved for use, because otherwise you are operating it outside of its parameters.
Shaving won't magically put a mask on your face, but you can't magically shave when you need your mask on, like in the first Gulf War.
This is from the 80s but here's a NIH study in how facial hair causes 8% leakage with a fitted mask. That's bad for Soman vapors.

There's real basis for this, bans on employee facial hair were found to have a disparate impact on Black men because their hair is more likely to become ingrown if shaved closely (the hairs curl up under the skin). However, key to that case was that being clean-shaven wasn't sufficiently relevant to delivering pizzas. The military has legitimate reasons for the standard.
