The person who you are looking at right now is not Rahul Gandhi. You might be able to see him," Rahul Gandhi said adding that one may understand his statement if they study the Hindu religion.

It's an attempt to use the language of neo vedanta. The idea is that your true self is the eternal imperishable brahman whereas your false self (the ego) superimposes itself on the true self to make you forget your identity. By killing your false self (ego) your true seld shines forward. After you achieve this state, the Atma becomes a dispassionate observer while the body still acts. One may appear to be moving around, speaking, acting, etc but the inhabiting soul has achieved a Jnani state and observes without getting attached to the material world. Once the body dies, enlightenment is achieved.

I don't think this interpretation fits because it's too caste specific to garner votes. Check out my neovedanta explanation in this thread. Neovedanta is a modernized version of advaita vedanta(the strict caste requirements of Shankara are done away with for instance) so it has a wider appeal.
