Porinju: a 4-year-old killed by dogs is horrific. But dog activists are not your enemy. The Borgen Project advocates: Capture.Neuter. Vaccinate. Release. Should be possible to build a consensus around that idea.
No use, many have been preaching this for a long time. I feel that killing all stray dogs and neutering 'dog activists' is the only practical solution.

Actually this can happen anywhere and with any dog so maybe reconsider targeting unhoused street shitter dogs specifically? culling them is cruel and phobic
