They barely have a press lol you think there's a huge news reading public in Liberia or Congo? This rating is based off questionnaires sent to journos, it all depends on journo's feelings. And they also seem to include headline making news about infringements on journos(which only occur in strong journo rights states, no one will even bother to write about some journo documenting abuses in some mine getting murked in Congo).

You don't really need a strong state to suppress journos, kill anyone asking inconvenient questions and in those states its not like police will do shit.
