When Rhodesia saw the writing on the wall they negotiated with Britain as arbiter against ZANU, tha at least something like (i forget) 10-15% of the kabinet or ruling gov had to be white, semi-proportional to population, so that the Rhodesians would not be politically obliterated, and that they would have a chance to to influence governance in the new Zimbabwe, 1979-1980.

de Klerk was in an extremely precarious situation when the western allies basically breathing down his neck, a potential civil war, and a soon to be tumbling economy. He basically did the political world equivalent of unconditional surrender to the ANC's demands with no stipulations or reserves for power, no future retenchment of whites for blacks over a period of like 10 years, and a gradual shift of power.

No it was all nuclear and instantaneous, especially for the past century where governments took very long to change hands. In the span of 6 months, every municipality, Premier office and the kabinet would be black and ANC under the Mandela Administration

Now obviously this is what most western liberals believe is the right and righteous thing, but the more conservative afrikaners believe there should have been gradual transition, as they feared letting unqualified and untrained beaurucrats suddenly into positions of power
