For reference Maldives imports almost everything it needs from India and is poor enough it can't really pay the premium that would be associated with switching to other, far away suppliers. Plus most of its tourists come from India and India is financing a bunch of projects valued at a significant chunks of Maldive's GDP. Most of its people go to India for medical treatment.
