is it the cost of the AC unit itself that's prohibitive, or the electricity to run it? I think during the summer months here (and it doesn't even get that hot) my AC accounts for like 2/3rds of my electric usage, maybe even more

Both. A basic air conditioner costs about a month's salary (median). And depending on the state and electricity tariffs, bills can get pretty high during summer.
This isn't much of a problem for salaried people, especially those households with two or more incomes, but poors are out of luck.
So a lot of people opt for an air cooler which isn't great, but it's a little better than being unable to sleep from sweltering heat.

what the heck is an "air cooler" that's not AC? like is it just a fan or is there more to it?
fans are nice but imo over like 85F-90F it's just blowing hot air on you and doesn't really accomplish much.

These things cost less, both upfront and recurring. Like a 10th of the costs of a normal AC. Obviously it doesn't have finer temperature controls or any other features, but it's better than nothing.
