That they have reactivated support is conjecture based on the Canadian PM's open interference in a protest that served as obvious facade for resurgent Khalistanism, the more charitable interpretation being he did it at American behest(rather than to satisfy a micro minority interest group which if true is simply pathetic). My brother in fries. The crime is from 1979 as per the article. That's 45 years ago when this guy was an actual threat. India wanting to still punish him is all fine and good but I still don't see how an assassination attempt on US soil is worth it to get after a guy who fricked around 45 years ago as an actual threat and since then can only make objections he cannot follow up on. For which again India has already declared him a terrorist since 2020.

Having evidence and information of activities are two separate things, from how rare such events are and how bureaucratic security structure is at the central level there was cause to go after him. Extradition requests have been ignored forever, inc with David Headley the guy who planned Mumbai attacks, and we have no reason to believe they'd be respected at any point in future.
