There has been no real pop decline cause of lower fertility historically pop declines followed contractions in food supplies and such things. Resources/head increasing does make for a much comfier life yes. Much of our economy isn't exactly cutting edge, its a simple subsistence existence that 80% of our pop eke out which would be greatly improved by reducing cultivators/unit area. Both Saudi Arabia and Nigeria for eg are oil economies, only difference is head count/barrel extracted.
