That guide is just a really basic guide to Krita (also paint.net) and on how I make my Marseys, Which I only made because someone kept asking about it. For making Marseys that look faithful to the original you should look into learning Vector Graphics.
I also didn't mention Krita's animation features at all in that guide so if you're interested in just learning that it would be better to watch a video on it.

I make each frame a layer in GIMP, and then export as animated gif and select "replace frames" as disposal method instead of combine them (combine layers option creates a stacking effect)
Adjust opacity on the layers sometimes to see previous frames for reference
I'm trying to make a 2d animated Marsey in Blender and I'm 30% done, but I'm tempted to go back to GIMP every time I work on it.

This is how I make gifs for general meme making too, but I use firealpaca or photopea (depending on what is more convenient) and not GIMP. Same process though.
