This is true, but only in the stupidest sense. If you include enough traits that most dogs have, breed will appear non-predictive. But, breeds aren't supposed to predict those traits; they're supposed to predict once less evenly distributed.

It's like saying "color doesn't predict most attributes of a can of paint" because the underlying formulation is mostly consistent between colors.
