Washington DC "gifting" system is hilarious

Took a trip to the capitol recently, the "gifting" system they have is wild.

So basically DC passed something called i71 a couple years ago that made instructed the police to make pursuing weed distribution and sale the "lowest priority." This was a sort of sidestepped, weird form of decriminalization. This was then followed by i81, which did the same thing for "natural plants," so that includes shrooms, mescaline, ayahuasca, etc. However this didn't actually make the sale or distribution legal. So to get around this small restriction dealers have now switched to being "gifting" services, where you buy a sticker and then get a pound of weed as a "free gift" with purchase.

It's actually r-slurred how this works. I went to a bar with some friends on my final night there, and as I'm leaving a random homeless looking guy harasses us and asks if we want to be "gifted" some horrendous looking dmt vapes (which even funnier is not technically legal since i81 only decriminalizes the plant form, not powder), weed, or shrooms. Then along with it he has these rick and morty stickers, the price for each of course being 50-150 dollars. When did drugs become so gay and r-slurred.
