You can't smoke at any train stations.
Just about every resturant has it banned and each city has created maps showing residents where it's banned (just about everywhere).

Does anyone comply with those prohibitions? In UK it's illegal but pretty much every low income neighbourhood I've ever been to smells like weed 24/7. I know krauts like laws, but somehow I don't think that the demographics which go for weed will care about local bans that much

Weed has already been basically a non-issue in most states (and in particular the big cities that most tourists go to), with the biggest exception being Bavaria. They love going after nonviolent weed "crimes" here. It's actually so bad that dealers (at least in my experience) will only sell to friends. Yeah, you might find an African schizo selling weed in a park, but the cops actually do honeypot bullshit as well, so that's taking a risk
Where I live, even though weed is "legal," cops are trying to pressure people into revealing who sold them the weed, because there is still no way to legally obtain it (other than growing yourself, but this year's harvest wouldn't come until late this year/early next year).

They're legal restrictions.
So just like any other legal restriction you'll face whatever penalties for breaking them.
In my area it's 50-500 Euro for smoking in a no-weed zone unless you're around minors in which case it's up to 1000 Euro.
The rule with minors also applies within your own home :)
