I always assumed that turkey was involved
mainly due to airports, like to go from Dagestan to anywhere it makes sense that they'd have to go to a larger airport

I mean it started way before 2022. Like one Chechen that went to my gym dint received citizenship because once a class mate told him some cool imam from Turkey is going to give lectures in some cafe and he beget his dad to come with him (his dad is just Soviet man) so they went to that lecture then week later they received a message that they are on terrorist list
and funniest part that family has his dad, mom, 2 sisters 2 brothers. And only that guy and his dad didn't recieved the citizenship and then had to prove for 2 years that they ain't Islamist terrorist in all kind of courts.
That imam was is si guy from Syria that lived in Turkey and Benelux + Chechen glowies were monitoring the whole situation so he had also to write letter to Kadirov for forgiveness

They reason why Turkey keeping them I guess as leverage to ask money from EU since as you know Turkey says if they don't get money they will let them all in.
