It may be the vile influence of Stardew valley speaking but I think every area should have a local community center with secular organization and events for people to participate in.

See people around me complain all the time about activities. Mind you those are people who drive. Meanwhile, my county has events every day, non religious, sometimes education, sometimes entertainment oriented, sometimes both. That's before we get into the events thrown by the municipalities within the county too. What people really mean is, there are no events that cater precisely to their particular interests.
