So anywhere in Africa would've been bad because they'd have to implement Apartheid state and be in same/worse situation but not even have Jerusalem.

Maybe Madagascar's population pre-1950 was low enough to overwhelm natives and island makes immigration much easier to control. Probably would've been nicer than Israel.

Upstate New York/Alaska would've just remained a small town within USA and lose most of it's population to emigration. Same with Northern Australia but to a much lesser degree.
