Pretty much never this, the way you phrased it. Risk is bad, but 'getting caught with a guy they like' isn't a negative outcome, so it isn't a risk. It's social confirmation, by you, that you like them enough to possibly tell other people. And sometimes that's a big factor, especially if it comes with shit like trying to sit in your lap in public.
Someone opting to blow you on their terms without you even asking isn't acting all that submissive.

This is three different things.
Each of those things would also have different potential psychological motivations. E.g., 'I had a fantasy about acting slutty because the idea that people will want me even if moral busybodies say no is very pleasing', versus 'I had a fantasy about being a slut because the people I was banging were hot, so hot that I didn't care if it made me a pariah after'.
If you're trying to unknot why people are doing something you're going to need to be a lot more nuanced.
Taking it up the butt isn't a blowie, and girls aren't guys.
Both of which work against that analogy, not even getting to the fact that allowing someone to do something to you that they want to do is inherently more submissive than trying to get that person to do something to you that you want them to do and succeeding.
The point is, a girl who wants to put herself in a physically and/or psychologically submissive position isn't generally going to single out the guy that's too chill to make a move and then be sexually aggressive with him. I've known a couple foids over the years who were quick to jump into BJs.
