Okay conditioner is good for making your hair smooth, repaired, and protected after the shampoo cleans the hair. You should look into conditioning each time you wash your hair (max like 2 times per week as a man unless you work out a lot in which case look for a 'soapless' soap which cleans hair but maintains oils and use that every other day when not doing a proper wash).
As for cleaning your face. Double cleansing is using your face wash twice in a single wash. First pass gets the majority of crap off skin, second pass gets most of the remainder. Sounds dumb but 100% helps.
When washing your hair, I would do the double cleansing AFTER you've done shampoo and conditioner as these block pores and is why people end up with forehead and shoulder pimples. So always try to rinse hair with your head tipped back so the runoff is on your back and then use the soapless soap to clean your shoulders to prevent more pimples.
Then use a toner (witch hazel) and moisturise after so your skin doesn't get dried out. It might take some experimentation to find products your skin responds to but is worth it.
Also if longer hair, keep off your forehead as much as possible with a hat or sweatband. Especially when working out. The hair oil / sweat will block your pores.
Also NEVER use a physical exfoliation wash (i.e. has rough scrubby bits). Use a chemical exfoliation with a AHA/BHA. The physical strips your skin more roughly.
