I remember early game you always got the boots of blinding speed and not long after you got a ring for 10% magic resistance. 90% blindness was like wearing sunglasses so you could book it around fast as shit and see.

Or just buy the 5 gold Resist Magicka spell from Seyda Neen and make a custom spell of Resist Magicka 100 for 1 second.

But you also resist the boots of blinding speed so it reduces it's effectiveness to 90% with the ring. it was really early game.

Resist Magicka only resists negative effects. You only need a duration of 1 second to put on the boots and to only receive the Fortify Speed enchant afterwards with no ill effects.
