To my best understanding, the charges being "dropped" but with prejudice basically just means that while he's in office, those aren't pending. But let's say he gets out of office and commits a crime, this gets reopened and he'd serve for this and the new one. I think that's why he wants to stay in office as long as possible - bc the second he's out... jail time. Actual consequences for his actions. At least, that's my understanding of it.
