The Franciscans had been involved in the Inquisition as inquisitors since the ~1250s and the rule of thumb was less specifically about which Order they were in but their level of knowledge, generally speaking any clergy with knowledge of both law and theology could be tapped. Provence was even specifically under the supervision of the Franciscans.

Catholics were typically much more skeptical of the reality of witchcraft, very few individuals were sentenced when you consider how many centuries the Church was trying people. Generally speaking if you made a religious confession you weren't gonna get burnt by us. It was the early modern Protestants who ironically both did most of the witch hunting and also painted the Inquisition as more brutal than it was (Cathar Crusade being the exception).
