The character is an absolute dullard, which the first one insisted upon. Actually not from the Scorsese movies, Rupert Pupkin is interestingly verbal, as is Travis Bickle, it's some kind of weird 2000s "Lost in Translation" thing--your art film hero can't talk, because they're an idiot. It arguably ruined the first movie already, and doesn't do the sequel any favors.
