The reason villains are typically more interesting than heroes in fiction is very simple. Heroes in most mainstream American art obey the law and uphold the status quo. If you want more interesting good guys, you need to start writing heroes who blow up pipelines and kill ICE agents.

No, there's still the guys who are so gay they decide to become women, aka HSTS. When they talk about black trans women, they're nearly all gay men, for example, though that probably includes a contributing factor of their culture being much more homophobic, especially from the religious families.
I feel like they're generally less focused on because their goal is more to pass than with AGPs, so they aren't the ones screeching about their right to compete in sports or to get access to women's spaces.
