It's hard to predict how corrupt a military is. Nobody is gonna just assume russia doesn't have tires for their aa units.

I think it says more about the difficulty of industrial war in the age of drones and mass produced anti tank weapons.

Russia obviously failed - but it's also likely industrial war vs an entrenched enemy is just not really feasible anymore.
