It would be just as ambiguous with a comma before the 'and'.

I don't care if it's used or not, but there are certain group of people who feel very strongly about the Oxford comma.

Why would you use a comma there to refer to seperate descriptions of Netanyahu? It makes no sense. Having a comma there makes it explicit that is a list.

Because you use commas to separate dependent clauses. If my oldest friend was named Marsey I could write.

I think it's clearer that Netanyahu is not a Hamas military chief than a former Israel defense minister.

I think the ambiguity without the Oxford comma is funnier but it is actually less likely to cause genuine confusion
