i've been using adobe illustrator for most of the sticker stuff but i use photoshop for some of it too, i could download other stuff if it would work better though. idk shit about this stuff lol
Photoshop select invisible background with 🪄, invert selection, modifiy selection by growing and smoothing it, add another layer , fill the selection in the layer with white, move the layer to the background.
Just remebered there is also a literal outline feature somewhere lol
This is photopea but it's a clone of photoshop so it's mostly the same, the black background is to show the outline that appears so you can ignore that

In Illustrator, I just copy everything, paste it underneath, group it, change the fill and outline to white (or whatever color), then do Object > Path > Offset Path
Then play with the offset to make as big as you want. Sometimes copying everything will make it fuccky wucky so you just go and grab just whatever the outline is, paste underneath, etc.
For Photoshop, I make a copy of everything and put it into a flattened layer in the back, hold Command while clicking the layer thumbnail to select everything, then go to Select > Modify > Expand by like 2 or 3 pixels. And then Select > Modify > Smooth by 2 pixel radius and then I use Paint Bucket tool to dump whatever color I want the outline to be

You double click the layer on photoshop, a menu opens, you can add a border inside or outside by clicking strokes
