Why yes a new rail line would cut air pollution and help fight climate change, but before you build it we're going to force you to spend years of effort and hundreds of millions on environmental review because a tiny part of some random subspecies of newt's range may lie in the area. These organizations are captured by a combination of true-believer ecoprimativist hippies and champagne socialists who live in gated communities, drive Subarus, and don't somehow seem to grasp that their current standard of living is entirely dependent on someone somewhere else in the world doing un-Green activity.

They're all rich White people who have very specific visions about what greenspace in the city should be and actively fight anyone who doesn't fall in line. The proposed Soldier Field replacement calls for a ton of parking lots to be replaced with a single multi-level garage occupying a fraction of the space but this new garage would have been built on previously open land, so they're fighting it heavily, regardless of the fact that all the old parking lots would be turned into new parkland and thus the total amount of green in the city increases.

Does anyone know what happened with that foid who allegedly picked up a flash bang at one of these protests and blew her hand off was hit by a flash bang and had a chunk of her arm blown off? There was some evidence they were making IEDs, and that always seems the more plausible explanation of her injuries.
Edit: to the description of the injury and the judge dismissed her civil lawsuit last year. Lolz.
