This would be fun. Balancing it would be hard though. At any price to effect ratio where it didn't feel like a total waste of coins it could be used by powerusers to bankrupt poorcels on a whim.
Would it be possible to do something dynamic? Like it always costs 50% of your coins and drains 50% of the recipient's, but not exceeding the amount spent on it.

Make it cost 100x more to give than to receive. That way even carp could only cost someone 500 coin which is less than a days' shitposting wages
