rdrama's codebase licensing is a bit of a mess tbh, and one that is unlikely to be fixed anytime soon.
while it does say it's AGPL, problem is that there's still a bunch of MPL code
that's still in the codebase (ruqqus's license and rdrama's for a while, so most of the codebase isn't actually 
AGPL)
MIT or BSDv3 would have been preferable for sure, but unless all of the contributors agree, then
there's really no way around the licensing. AGPL (and really the entire GPL family) has... problems (to put it lightly)
the actual marseys are really another story
and part of it comes from the fact that the OG marseys are owned 
by Telegram 
(anton d relinquished copyright 
to Telegram). the copyright 
owners of the original marseys are the creators and there 
is probably an implicit license granted to rdrama.net when you submit one to be used, but other than that i'm almost certain that the AGPL doesn't apply here
