Holes now have a "Public Use" feature that makes them unblockable and unexilable
When this option is enabled exilees will be freed, but blockers will stay blocked. This is apparently an intentional design decision.
If you block a hole and it becomes unblockable it will stay blocked, like the lucky ducks who managed to block /h/spalspace in time while sirpingsalot was too drunk to figure out how to set public use on a new hole. If you failed to block in time, or you accidentally unblocked, you're out of luck
