It's not the CIA. The whitepaper for it came out right when people were getting really interested in sophisticated P2P stuff like bittorrent. It was a product of what was hot at the time, anybody who was both really good with computer science and had a lot of imagination could have written it. I remember reading it at the time and thinking "that would never work" which is also typical of when someone comes out of left field with that kind of an idea.
My bet would be someone in academia who published other P2P related papers around the same time.
