Palestinians destabilizing other countries to try to continue their war against Israel certainly plays a factor, but from what I can tell the bigger issue is tHe NaKbA. Letting there be refugees would be ceding land to Israel that they probably aren't going to give back and arabs absofrickinglutely will not allow that even if it means tens of thousands of dead Palestinians.
