fyi: this is exactly how the federal gov forces states to make the legal drinking age 21 instead of 18. That was due to an act not an EO. EOs are directives to tell agencies how to execute federal law, they cannot create new law or violate a law.
Dole is already pretty narrow but SCOTUS have made it even more narrow when an EO is used.
