Yeah I think this is more likely what it is. I’m betting the more nationalist factions have been clamoring for full mobilization and annexation for months now (and being they are probably the one faction that actually could coup Putin, he’ll at least somewhat concede to them) and this is more of an effort to get them off his back.

It's not a surprise that those who have stayed in a region while it endured Ukrainian attacks and shellings for 8 years actually want to be a part of Russia. Those who don't want to either didn't participate in the referedum or left that area a long time ago.
