Yes it does, for almost 80 years now Russia has been trying (and repeatedly failing) to create a defensive buffer consisting of rump states. They had one for awhile but accidentally the whole economy and lost it in 1989-91.
As part of this they have always maintained a policy of "if troops cross X we will use tactical nukes", where X is "the warsaw pact border" or some other border. This is them saying "we have altered the border, this counts as russia now"
