Russia has mandatory universal conscription, and they're calling up people who already served, so at least technically they are only calling up veterans. However iirc the central Russian government acknowledged they're having a problem with recruiters working for local authorities grabbing randos without checking if they're fit for service. Also the conscription is only a year (compare Israel 32 months, S. Korea 18) so not a huge amount of experience there. So the answer is kinda both.
