That's a mistake on my part, sorry. He only funds them in paying out bounties for weapons recovered and separtist prisoners.
He fully controls the Dnipro Battalion, around 2000 strong which he used to occupy the offices of UkrTransNafta, the Ukrainian state oil corp in 2015 iirc lmao
