Texas is about to shut down an election office in a heavily Democratic county that includes Houston less than two months before the city's mayoral election

t bans local municipalities from adopting or enforcing ordinances that go further than what's already allowed under state law. It requires cities to get permission from the Legislature if they want to enact rules that go beyond what's allowed in laws that affect agriculture, business and commerce, finance, insurance, labor, local government, natural resources, occupations and property.

A person or group could sue a municipality if they feel they've been negatively impacted by a local rule that conflicts with state law.

State attorneys in their Aug. 9 motion to dismiss the lawsuit, argued cities lacked any standing to sue [...] They also said they didn't believe the law was unconstitutional because municipalities aren't people and don't have rights.

"Each election seems to bring a new and bigger election disaster than the last,” Cain said. “Harris County leadership has done nothing to remedy this embarrassingly poor quality of operation of the elections department.”

The article doesn't really go into details - what does shutting this office down actually mean? I mean obviously elections can still be held, presumably this office is what coordinated them, so does that mean a state-level office will do this instead? Is that how most other counties in TX operate?

It does seem flagrantly targeted with the extremely specific 3.5mil population cutoff in the law.
