This really is bizarre. The ordinary FMF process has never gotten in the way of Israel getting whatever it wants. I mean they're the main beneficiaries of it. Congressmen on their payroll wrote the laws
The only reason I can think of for this is to give weapons that you anticipate ahead of time are going to be used illegally in very embarrassing ways.
