Before you can get a student visa you have to prove that your housing and tuition is paid for and that you'll have an additional $833 in funds a month. So these students are either just taking advantage of the fact that they can get free food so they can spend the rest of thier money on other stuff, or thier living proof that Canada's screening process for student visas is broken. Probably a little bit of both.
