First map is the murder rate per state. Second is race per municipality according to the 2010 census. Green/blue means white majority (60-90% depending on shade), reddish is pardo majority.
If the definition of white is “100% european ancestry” then yes, is probably 10-15% at most. Brazil has no one-drop-rule and white simply means a person of predominant European or middle eastern ancestry, I remember the DNA studies said the average white Brazilian in Rio was 86% european.
East-Asians are not considered white, or at least not it the same sense as the lebanese and syrians are glossed along the descendants of europeans, they're amarelos and people just call them japas
There's tons of impunity in Brazil, the judiciary is super slow, sentences are lenient and there's zero will to do anything about as it will be decried as classist, racist and unconstitutional.
The problem isn't so much the blacks as much as the mixed ones, the more indian blood the more rabid. In Amazonas state particularly there's nary a neighbor around, but neighbortry abounds.

Lmao at people who believe that, saying that 20% of the brazilian population is white is already overstating it, 50% is hilarious
