The Tigrayan attempt to seize power over the country has long since failed and they have given up, but food aid is still not reaching them. Similar situations exist in other parts of the country with low level rebellion.
Ethiopia is a fine place to grow food in a good year, but during its periodic droughts all you have to do is block a few roads to cause starvation.
Of course there aren't any special newsworthy people like Israelis or Palestinians involved so you won't be seeing any long debates over whether this is a war crime or the Tigrayans deserve it for starting the war.
