The Tigrayan attempt to seize power over the country has long since failed and they have given up, but food aid is still not reaching them. Similar situations exist in other parts of the country with low level rebellion.
Ethiopia is a fine place to grow food in a good year, but during its periodic droughts all you have to do is block a few roads to cause starvation.
Of course there aren't any special newsworthy people like Israelis or Palestinians involved so you won't be seeing any long debates over whether this is a war crime or the Tigrayans deserve it for starting the war.

So again, the problem isn't that it's desert that can't grow food. The problem is every several years there's a drought and if the government keeps food imports out during that period, then there's famine.
You see the same phenomenon in parts of Russia and Ukraine.
In the 1980s in particular the Communist regime was happy to have Live Aid send resources to alleviate the famine because it would just hijack the aid to rebel areas and divert it to its military.
