Qatar releases 8 Indians held for spying on behalf of Israel

They were 8 former Indian naval officers whose company was consulting Qatar on its plan to buy foreign submarines. Apparently they turned over classified data to Israel. I'm assuming that's true because Qatar had no reason to fake it.

I'm guessing it went something like this: Qatar decides it wants submarines but needs advice on which ones to buy, what equipment onboard, etc. But the Qataris don't know anything about subs so they hire these Indians to do the shopping for them. The Indians then are in a position to tell Israel exactly what Qatar bought years before it even begins construction. Now the Israelis know what they have to build to be ready when the subs are completed.

At least that's my assumption. I think it explains everything pretty well. But was there really a bigger plot? We'll probably never know.
