In the old days they had multiple tiers of low end housing. Like a boarding house where you got a room to sleep in and not much else. Zoning laws have completely wiped these out. Also probably lawyers with bullshit personal injury claims.
You ever notice that even in the Great Depression people weren't forced to live in tents?
