drop-in centers in the Tenderloin neighborhood and Sixth Street Corridor, where workers, most of whom were once homeless, help navigate services for people, update resumes, and drive them to appointments.

This stuff is actually important if you're really going to solve the problem. A homeless person trying to get back on their feet is expected to make a lot of phone calls to to different government agencies and say the right things. This would be a challenge even for normies.
