Won't work. This is 100% a handout to a political ally, and they're not even trying to hide it.
Though it's not really about wages, since they'll probably have to raise those eventually to stay competitive with fast food places that are beholden to this law. The real benefit is this:
Everyone else has to deal with a bunch of unelected government bureaucrats breathing down their neck, but Greg Flynn gets to run his franchises however he likes.
