She just lost a finger, not like she was going to die. Probably wouldn't be able to save the finger, even if seen by an experienced orthopedic surgeon. Dog bites are difficult to deal with and require shotgun antibiotics to keep people alive, let alone reattaching a finger which are notoriously bad at reattaching given the anatomy and physiology. Depending on how deep into the phalange it is, she'll be given a prosthetic capable of grip but that finger isn't going back on.

Perhaps. It would depend on how damaged the two sections are, as well as how long ago it happened. Really though if it was just the tip of one finger it probably wouldn't be worth the effort.
